When disaster strikes—like a wildfire, earthquake, flood, or other emergency—San Diego County needs a clear plan to keep people safe, protect property, and support our communities. The Emergency Operations Plan (Plan) is that guide. It explains how the County and all the cities within the county work together during disasters and major emergencies.
We are updating the Plan in 2025 and 2026, and your feedback is very important. It helps make sure the Plan reflects the needs, values, and priorities of everyone in San Diego County.
The Plan is updated every four years to include current risks, community needs, changes in how we respond, new tools and technology, and lessons learned from previous disasters.
Why Community Feedback Matters: Emergencies affect everyone, but not equally. By participating in this process, you help:

Identify service gaps and access barriers
Strengthen coordination across agencies and communities
