Emergency Operations Plan Engagement Survey

The Emergency Operations Plan (Plan) is San Diego County’s guide for how we respond to disasters and major emergencies like wildfires, earthquakes, floods, and power outages. 

Your responses to this survey will inform updates to the Plan by helping identify service gaps, shape emergency response priorities, and strengthen coordination.

The current Plan is available for review. Click here to access the Plan including content relevant to your community experience, organization, and expertise.

Please note: This survey includes questions for both individuals and organizations.  

  • If you are responding as an individual or on behalf of your household/community, we are seeking to understand your lived experiences, needs, preferences, and priorities during emergencies.  

  • If you are responding on behalf of an organization or agency, we are seeking to understand your organization’s services, capacities, and potential roles during emergencies.  


This survey is available in 134 languages. Click on the Select Language - Google Translation tool located at the top of the webpage to translate the questionnaire into your preferred language.
