When disaster strikes—like a wildfire, earthquake, flood, or other emergency—San Diego County needs a clear plan to keep people safe, protect property, and support our communities. The Emergency Operations Plan (Plan) is that guide. It explains how the County and all the cities within the county work together during disasters and major emergencies.

We are updating the Plan in 2025 and 2026, and your feedback is very important. It helps make sure the Plan reflects the needs, values, and priorities of everyone in San Diego County.

The Plan is updated every four years to include current risks, community needs, changes in how we respond, new tools and technology, and lessons learned from previous disasters.

Why Community Feedback Matters:
Emergencies affect everyone, but not equally. By participating in this process, you help:

  • Shape emergency response priorities
  • Identify service gaps and access barriers
  • Strengthen coordination across agencies and communities
  • Ensure your community is represented in emergency planning decisions

How You Can Participate:

  • Share your feedback
  • Review and comment on the draft plan
  • Suggest improvements
  • Join upcoming engagement activities
  • Ask questions

Comment on the Final Emergency Operations Plan

The County of San Diego Office of Emergency Services has reviewed and incorporated community feedback received during the public engagement period for the Emergency Operations Plan (Plan). 

We invite you to review the updated plan to see how the Office of Emergency Services incorporated your feedback. Community input on this plan improved clarity and identified opportunities to strengthen coordination among agencies and the public.

The Public Comments document details feedback received and provides a summary of the incorporation of the suggestion, as well as where to find it in the plan. This information will also be made available to the public as part of the final document. 

Document for Public Review and Comment - The public comment period is open from March 2 – March 27, 2026.
