What is the Emergency Operations Plan?

    The Emergency Operations Plan (Plan) is San Diego County’s guide for how we respond to disasters and major emergencies like wildfires, earthquakes, floods, and power outages. 

    It lays out:

    • Who does what in an emergency—across County departments, cities, and partner agencies 

    • How services like evacuation, sheltering, public information, and transportation are coordinated 

    • What steps are taken to protect people, property, and critical services during a disaster 

    Why is the Plan being Updated?

    The Plan is updated every four years to include current risks, community needs, and lessons learned from previous disasters.  

    Why is the County Engaging the Public on this Plan?

    Emergencies impact everyone, but not equally. Your feedback ensures the Plan reflects the needs, values, and priorities of everyone in San Diego County. This engagement process follows a Whole Community approach. The County is committed to ensuring engagement is fully inclusive of all individuals.

    Who Should Get Involved?

    We encourage everyone in San Diego County to get involved—especially people from tribal communities, individuals with access and functional needs, community groups, food system partners, businesses, and underrepresented communities. There will be a variety of opportunities for different groups to engage.
