Every year, the state and federal governments propose and adopt new laws during the legislative session. The Office of Economic Development and Government Affairs (EDGA) monitors how these proposed laws might impact the County and its residents.
The Legislative Program document outlines the Board of Supervisors’ policy priorities and guides EDGA’s advocacy for the County’s interests at the state and federal levels. We update it each year with input from County departments, County boards and commissions, community members, and local organizations to make sure it represents the topics that San Diegans care about most.
Once we receive that feedback, EDGA looks for common themes and works with County departments to develop a draft document. In December, EDGA will present a draft 2026 Legislative Program for consideration and approval by the Board of Supervisors.
The Legislative Program has three sections: sponsorship proposals, priority issues, and policy guidelines. You can read more about each part in the FAQs. In recent years, the County of San Diego advocated for policies related to topics like:
Affordable housing and homelessness
Behavioral health
Climate change and the environment
Equity and justice
Public health and access to medical care
Community safety

On December 9, 2025, the County of San Diego Board of Supervisors voted to approve and adopt the 2026 Legislative Program. Your feedback was key to developing the guidance in this document and will help shape the County's legislative advocacy in the coming year.
Updates include:
A new priority issue, Safeguarding the Social Safety Net. This reflects public sentiment and combines several previous priority issues to better reflect our coordinated response to state and federal changes.
Bill sponsorship proposals to improve regional emergency transportation services and release funds to help address the Tijuana River Valley sewage crisis.
New standing guidance related to topics of community concern such as:
Disaster response and support
Youth access to education and employment
Access to child care
Public health misinformation
Supportive services for people experiencing homelessness
You can also review our 2025 Advocacy Report, which outlines the actions that we took over the past year. This included 42 official bill positions and 15 federal action letters urging action to protect and support:
Safety net programs such as SNAP and Medi-Cal
Tijuana River Valley sewage crisis solutions
Improved regional firefighting capabilities
Services for homeless veterans
As the Board of Supervisors makes advocacy decisions throughout the year, we will publish information about the County of San Diego's bill positions on EDGA's 2026 Legislative Advocacy webpage.

We received 189 comments in total, and 45 people participated in our virtual community forum on August 27. That is over twice as much participation as last year! Comments came from almost 45% of County zip codes, representing a wide range of people from all over our region.
The County's 2025 Legislative Program had 16 priority issues. On Engage San Diego and during the Community Forum, we asked participants to rate their top three priority issues.Overall, the top 3 priority issues cited were:
Affordable housing
Homelessness
Climate change and the environment
Other themes that commonly appeared were cost of living, government accountability, local industry, and protecting vulnerable communities.
