Board of Supervisors Adopts 2026 Legislative Program

On December 9, 2025, the County of San Diego Board of Supervisors voted to approve and adopt the 2026 Legislative Program. Your feedback was key to developing the guidance in this document and will help shape the County's legislative advocacy in the coming year.

Updates include:

  • A new priority issue, Safeguarding the Social Safety Net. This reflects public sentiment and combines several previous priority issues to better reflect our coordinated response to state and federal changes.
  • Bill sponsorship proposals to improve regional emergency transportation services and release funds to help address the Tijuana River Valley sewage crisis.
  • New standing guidance related to topics of community concern such as:
    • Disaster response and support
    • Youth access to education and employment
    • Access to child care
    • Public health misinformation
    • Supportive services for people experiencing homelessness

You can also review our 2025 Advocacy Report, which outlines the actions that we took over the past year. This included 42 official bill positions and 15 federal action letters urging action to protect and support:

  • Safety net programs such as SNAP and Medi-Cal
  • Tijuana River Valley sewage crisis solutions
  • Improved regional firefighting capabilities
  • Services for homeless veterans
