Every year, the state and federal governments propose and adopt new laws. The Office of Economic Development and Government Affairs (EDGA) monitors state and federal legislation to act and respond to proposed laws that impact the County and its residents. To help frame our advocacy efforts at the state and federal level, the County develops an annual Legislative Program to outline policy directives and legislative priorities.

The County’s Legislative Program covers a range of issues that are anticipated to have a significant impact on the County, its operations, budget, and the communities we serve and gives the County authority to advocate for or against bills related to these topics. Examples of priority issues the County might engage on include affordable housing, climate change, homelessness, equity and justice, public health, and safety.

Developing the Legislative Program is a collaborative process. EDGA works with County departments, County boards and commissions, and community members to determine which subject areas are most relevant to San Diegans. EDGA then compiles suggestions from all participants to inform the draft Legislative Program, which will be presented to the Board of Supervisors for consideration in December 2024.

The public comment period for the 2025 Legislative has now closed.

    Between August 1 and October 6, 2024, we requested public feedback on the content of the 2024 Legislative Program and suggestions to help draft the 2025 Legislative Program. We received 70 comments in total, which came from Engage San Diego, email, social media, and our community forum. We are now in the process of reviewing that information, along with feedback from County departments, to inform the 2025 Legislative Program. The Board of Supervisors will consider a draft version of the 2025 Legislative Program in December 2024. Using the links below, you can:

    • Review our analysis of the comments and participation demographics. This includes the word cloud pictured below, which features some of the most commonly occurring words among the 70 public comments. The larger the the word appears, the more often it was mentioned.

    We need your feedback to develop a platform that represents and responds to our community’s needs. In the past year, the Legislative Program allowed us to take positions on over 40 state and federal bills!
