The Development Feasibility Analysis (DFA) identifies factors that impact development (e.g., lack of infrastructure, small lot size, or zoning) down to the parcel and how to best facilitate housing development near transit, jobs, and public facilities. Through this study, we will identify strategies to meet the region’s critical housing needs and support healthy, resilient, and equitable communities.

Community input is crucial to the County’s efforts to tackle the housing needs. Your feedback will inform the study and final recommendations to be taken to the Board of Supervisors.


DFA Objectives

Through the DFA, we aim to:

  1. Bring stakeholders together to gather diverse perspectives and insight on community priorities.
  2. Assess the economic and financial viability of potential development projects.
  3. Investigate potential adjustments to zoning regulations to enhance development opportunities.
  4. Evaluate necessary infrastructure enhancements that are crucial for facilitating housing growth.
  5. Implement strategies that drive transformative change in the identified communities by eliminating housing barriers, fortifying infrastructure, and addressing community requirements.


DFA Focus Communities

To keep our study manageable, we’ve started with four communities of focus: Buena Creek, Valle de Oro/Casa de Oro, Lakeside*, and Spring Valley. These four communities were selected based on a variety of factors, including their number of vacant and re-developable parcels as well as other unique attributes. Buena Creek is the County’s only community with rail service. Valle de Oro/Casa de Oro, is primed to attract funding with the recent adoption of the Specific Plan in Casa de Oro. As Environmental Justice community, Spring Valley represent the County’s commitment to prioritizing communities disproportionately impacted by environmental hazards and socio-economic injustices. Lakeside is adjacent to an Environmental Justice community where aging and insufficient infrastructure may have contributed to limited development.

    Thank you for reaching out and for your for your interest in the Development Feasibility Analysis. At this phase, the DFA is a study to determine barriers and opportunities for housing. We will continue to post ways to community members to participate and inform the study thorugh community events and virtual workshops on our website here. We will offer interpretation services during our upcoming workshops upon request.

The Development Feasibility Analysis (DFA) is an ongoing Board-directed study that examines a range of potential barriers to housing production, such as lack of infrastructure, small lot sizes, or zoning issues.     Thank you for your question. The DFA is a Board directed study that will look at a range of potential barriers to producing housing, such as lack of infrastructure, small lot, or zoning. As part of the study, staff are conducting outreach to determine if there is interest from property owners in development and what barriers they face to develop or redevelop their property. Staff are not recommending eminent domain.

    Thank you for your question. While the County does not have any authority over transit agencies like MTS, through the DFA, we are coordinating with service providers and seeking to understand the barriers and gaps to development such as limited public transportation options.

We have La Presa Elementary nearby and they only way for children to get to school from this access has no sidewalks. There is a blind corner at Maria Ave and San Diego St where theres been accidents. Theres also near miss’s almost every day because cars don’t slow down from either way. Most important is that theres kids that have to walk the narrow street and compete for right of wY with speeding cars. What compounds the problem, new renters have at least 10 cars parked on street which narrows the acess to walk on street since there’s theres no way to walk on sides with no sidewalk. The school has been there for 50 plus years and its hard to believe no one has taken care of this.     Thank you for providing this feedback. As part of the DFA, staff are working closely with the Department of Public Works (DPW) on an infrastructure gap analysis that will identify concerns (e.g., street and sidewalk infrastructure) such as the ones you raised. This will be a part of the final report when staff returns to the Board of Supervisors later this year.
