The Bigger Picture

On February 9, 2022, the County of San Diego (County) Board of Supervisors (Board) provided direction that will change the way the county develops in the future. A two-phased approach was directed to identify policies to reduce vehicle miles traveled (VMT) in the unincorporated county through the implementation of Senate Bill 743. VMT is a measure used in transportation planning. It measures the amount of travel for all vehicles in a geographic region over a given period of time.

Phase One ( We are in this Phase now)

  • Begin researching options for a Sustainable Land Use Framework.
  • Prepare a revised Transportation Study.

Phase Two

  • Work with the San Diego Association of Governments (SANDAG), San Diego Metropolitan Transit System (MTS), and North County Transit District (NCTD) to develop a Regional VMT Mitigation Program.
  • Develop methods for alternative transportation in the unincorporated area.

Sustainable Land Use Framework Development

The Sustainable Land Use Framework (Framework) will identify how and if the County should reconsider existing General Plan principles and vision, and whether a new or revised vision should guide future land use decisions. The Framework could consider:

  • Up-planning in areas near future transit and employment centers;
  • Incentivizing and streamlining processes for affordable housing development;
  • Supporting sustainability in existing communities; and
  • Evaluating new economic development opportunities
