In January 2023, the County adopted a new vision for the Campo Road Corridor in the community of Casa de Oro. The vision is captured in the Campo Road Corridor Revitalization Specific Plan (Plan). The County is now transitioning to implementing the Plan and exploring how to achieve the steps outlined in the Plan. One step is finding ways to help finance improvements to enhance the safety and design of the corridor.
Community input was vital in developing the Specific Plan, and we want that to continue. Your feedback will inform the County's efforts to help the community create an improvement district.

The goal of the survey is to learn what property and business owners in Casa de Oro think about forming an improvement district. The purpose of the improvement district is to enhance the safety and design of the corridor. The survey results will help the County work with property and business owners to plan, pay for, and carry out improvements in the corridor.
The formation and type of improvement district proposed may require Board direction and/or a vote by property owners. This survey is not meant to be a formal vote to establish an improvement district.
The survey questions are based on:
Input received over 3 years of community engagement and input during the preparation of the Specific Plan,
The recommended improvements and implementation actions from the Specific Plan, and
The Casa de Oro business walk conducted in December 2023.
The survey is 31 questions long and may take up to 20 minutes to complete. All survey responses are anonymous. The survey ends April 24, 2025.

Campo Road Corridor Revitalization Specific Plan has finished this stage
Planning & Development Services (PDS) hired a consultant to assess current conditions, confirm key issues and opportunities from the Conceptual Plan, gather more input from stakeholders, and present options to the Board
Phase II
Campo Road Corridor Revitalization Specific Plan has finished this stage
In July 2018, SANDAG awarded the County a grant to continue the project. Phase II included analysis and community workshops, which wrapped up in February 2020.
Phase III
Campo Road Corridor Revitalization Specific Plan has finished this stage
Phase III began in June 2020. It focused on creating the Specific Plan, Form-Based Code, Design Review Guidelines, and an Implementation Action Plan to guide future development and make the Campo Road area more walkable and bike-friendly.

County staff are applying for grants to help implement the Specific Plan and conducting the Business Improvement District Survey.
