Business Improvement District (BID)

    Business Improvement Districts (BID) are funded by annual fees paid by local business and property owners. They help businesses work together to make improvements and offer services that benefit the whole district. These efforts aim to make the area more attractive, functional, and successful, helping to keep and bring in more businesses. BIDs can also get extra funding through grants.

    BID programs may include things like improving building exteriors, adding more parking, providing clean-up and safety services, offering support for homeless people, promoting events, landscaping, and beautification projects.

    Little Italy is a Business Improvement District (BID) that focuses on public safety, beautification, promotion, and economic growth, while preserving the neighborhood’s cultural heritage.

    Community Facilities District (CFD)

    Community Facilities Districts (CFD) are funded by property taxes. They help pay for public improvements and services for all property owners in a specific area.  

    CFD projects could include Campo Road and streetscape improvements, upgrading storm drainage, building or improving parks, and creating community centers.

    Liberty Station is a Community Facilities District (CFD) that finances improvements and services for residential, commercial, industrial, and community center development.

    Enhanced Infrastructure Financing District (EIFD)

    Enhanced Infrastructure Financing District (EIFDs) are funded through property taxes and allow for separate government entities and special districts within a defined area to finance infrastructure projects with community-wide benefits.  

    EIFD projects could include Campo Road and streetscape improvements, flood control and drainage projects, waste management, parks, and community facilities. 

    Improvement District

    An Improvement District is a voluntary partnership organized to plan, fund, and implement desired improvements within a specific geographic area, or district. The results of the survey will inform and determine how the County can assist property and business owners to plan, fund, and implement desired improvements in the Casa de Oro business district. The formation of any actual district may require formal Board direction and/or a vote by property owners, depending on the type of improvement district proposed. This survey is not meant to be a formal vote to establish a finance district.

    Maintenance Assessment Districts (MAD)

    Maintenance Assessment Districts (MAD) are like BIDs. Property owners in a certain area vote to add an extra charge to their property taxes to improve their community.

    MAD projects can include litter and graffiti abatement, waste management, seasonal decoration installation, and gateway signage and maintenance.  

    Barrio Logan is a Maintenance Assessment District (MAD). Property owners in the district vote to add an assessment to their property taxes to fund extra services, such as litter and graffiti removal, trash collection, bulky item pickup, and other maintenance and development services.

    Parking District

    Parking Districts can be funded through fees, fines, grants/subsidies, or other financing mechanisms such as BIDs or MADs. Parking District projects could include improving parking access, sharing parking spaces, offering valet parking, and adding maintenance or landscaping.

    Specific Plan

    A Specific Plan is a detailed, site-specific planning document that guides land use, development, and design for a particular area. 

    For example: The Campo Road Corridor Revitalization Specific Plan (Specific Plan) is a community-based plan to improve the urban form, quality of life, and public safety along the Campo Road Commercial Corridor.
