The San Diego region faces a severe housing shortage. Many San Diegans are struggling to find an affordable home. The County of San Diego (County) is committed to developing more affordable housing. One way the County is making this possible is by developing homes on County-owned property that no longer serves its original county purpose. One such site is 3177 Ocean View Blvd.

Developing the 3177 Ocean View Blvd. site into an affordable housing community and health center is a multi-step process. The County is at the very beginning of that process and will soon be requesting proposals from potential

One way the County is making this possible is by developing homes on County-owned property that no longer serves its original county purpose. One such site is 3177 Ocean View Blvd.

Developing the 3177 Ocean View Blvd. site into an affordable housing community and health center is a multi-step process. The County is at the very beginning of that process and will soon be requesting proposals from potential developers for the design and development of the site.

During this step in the process, the County releases a "Request-for-Proposals" or RFP and includes in the RFP specific items developers are required to address in their proposals. For 3177 Ocean View Blvd., these items will include goals for the development of the site, including requirements for 1) communication and engagement with the community during the development process and 2) considerations for a health center space.

Your input during this step will help inform refinements to these two requirements and additional considerations to include in the RFP.

Once a developer is selected, the communications and engagement process will continue throughout future phases of development.

San Ysidro Health has not yet found a solution to relocating our clinic, which will immediately jeopardize the lives of the over 12,000 patients we serve. It may not seem like a significant thing to have to change clinics, but I would like to put in perspective. It can take three months to establish care with a new doctor, just to obtain necessary refills on medications and referrals for needed preventative care. It can take years to establish trust with a patient. To give an idea, if I take a single week off from work, I come back to about 100 messages from patients about refills that didn’t go through (even with physician coverage of my inbox) and immediate medical issues that they feel they were unable to have addressed. I cannot quantify the number of ED visits this prompts, but I can assure you it is staggering. I would love to hear an update about the request for proposals, the rules that have been given to developers when meeting the “medical clinic” criteria (size & parking accomodation in particular) and what, if anything, the City and County plans to do to mitigate the impact this will have on the community during the years it will take to construct the new building.     Thank you for your inquiry and continued dedication to your patients.  The County of San Diego plans to release the Request for Proposals (RFP) for 3177 Ocean View in the fall of 2024. We are working to determine the RFP criteria.

    In the interim, San Ysidro Health and the County have executed a 24-month lease that will expire December 31, 2025, in order to provide San Ysidro Health sufficient time to find a suitable location and develop a plan for continued care of their patients.

    Our research indicates that on February 11, 1957, the County adopted a resolution accepting a City of San Diego Quitclaim Deed for the larger parcel (Assessor’s Parcel Number 545-611-36) for a health center site.  Even though the parcel was quitclaimed by the City of San Diego for a health center site, there is no restriction on the deed that the property needs to be used for a health center or other specific purpose.  On March 9, 1977, the County acquired the parking lot east of the building (Assessor’s Parcel Number 545-621-22).  And on November 21, 1977, the County acquired the parking lot located northeast of the building (Assessor’s Parcel Number 545-532-18).

    The Request for Proposals will have a requirement that the developer partner with a health service provider and build a health clinic space as part of the development.
