What is a "surplus" County-owned property?

    A surplus County-owned property is a property that is owned by the County of San Diego and is no longer serving its original purpose. 

    Under the guidelines of the California Surplus Lands Act, when a public agency considers a property "excess" or "surplus" it must first offer that property for sale or lease to affordable home developers before selling or leasing the land to anyone else for a different use. 

    How many surplus sites has the County identified for development into affordable housing?

    Currently, 11 sites on County-owned land are in various stages of affordable housing planning and development.

    Where is 3177 Ocean View Blvd. located?

    The property is located at Ocean View Boulevard and South 32nd St in the Logan Heights area. It is made up of 3 parcels that together total approximately 1.82 acres of county-owned property.  This is shown outlined with the blue dashed lines on the map.

    Why was the 3177 Ocean View Blvd. declared surplus?

    The existing building was built in 1957 and has reached the end of its useful life. This means the building has and will continue to have more extensive maintenance needs. Beyond the age and condition of the building, the County has evaluated the use of the property and determined that this location is well-suited for affordable housing.

    What is an RFP?

    A Request for Proposals, also known as an RFP, is the County's invitation to developers to submit proposals for the development of the site as affordable housing. The RFP includes details about the site, scope of work, requirements that the developer must include in their response, and considerations that need to be addressed in the proposal to ensure the development meets the County's goals for the site. 

    Where is the County in the process of developing the affordable housing community?

    Developing the 3177 Ocean View Blvd. site into an affordable housing community is a multi-step process. The County is at the very beginning of that process and requesting proposals from potential contractors for the design and development of the site.

    Will the affordable housing community include a health services center?

    Today, the site includes a health services center leased by San Ysidro Health Center. The lease with San Ysidro Health Center will continue until demolition and construction activities begin. The County will require that the new affordable housing community include a health center space to preserve these services for the community. 

    How many units will be developed as part of the new affordable housing community?

    The final unit count will be determined at a later date in coordination with the selected developer. Based on the size of the properties, current zoning and density bonuses, the site has the potential for 182 affordable homes.

    Do you have preliminary title report, Phase 1 and Geological Due diligence reports?

    The Preliminary Title Report and any other due diligence reports that are available will be included in the Request for Proposals. 

     

    What is the square footage of ?

    The square footage for the health center space is not known at this time. It will be at the discretion of the selected developer to propose the size of the health center in coordination with their chosen health center partner/provider, as well as factoring in what is financially feasible.  

    Are the details of the preferred density, height, parking, or eligibility requirements for residents known at this time?

    These details for these items will be outlined in the Request for Proposals.
