The County of San Diego strives to give all businesses and organizations an opportunity to do business with the County.
To help boost efforts, the County is gathering feedback to find out what businesses and organizations need to successfully bid on providing goods and services to keep County government running.
This feedback will be used to improve the County's procurement and contracting program and to increase the diversity of businesses and organizations that successfully bid for County contracts, particularly local small businesses.
Since Fall 2024, the County has been engaging with the business community to get their feedback on how to make procurement and contracting better. Based on what we heard and other feedback, we are focusing on:
- Labor standards
- Sustainable procurement
- Supporting small businesses and non-profits
- Creating equity-focused policies

A.Akindele asked 23 days agoThe County’s annual spend is approximately $2 billion and we are proposing to set a goal that 25% of our annual spend be with small businesses. Efforts are already underway to determine how this data will be evaluated and reported and it is anticipated the data analysis will be performed by County staff. Therefore, we do not intend on procuring any data-driven platforms at this time.

Two key changes would make a big difference, one process and the other the search tool. The first change would be to ensure documents, especially contracts, were filed and made available more timely. I recall searching for contracts many weeks after they were awarded, and could not locate them. The other change relates to improving the search functionality of the Documentum interface. It can be very frustrating to use the top half of the query form, and in almost every visit, I resort to the keyword search. If these two issues were topics you would consider adding to the current round of updates, I believe each would dramatically improve the ability for potential suppliers and vendors, and the people helping them, to be more effective.
