The County of San Diego strives to give all businesses and organizations an opportunity to do business with the County.

To help boost efforts, the County is gathering feedback to find out what businesses and organizations need to successfully bid on providing goods and services to keep County government running.

This feedback will be used to improve the County's procurement and contracting program and to increase the diversity of businesses and organizations that successfully bid for County contracts, particularly local small businesses.

Since Fall 2024, the County has been engaging with the business community to get their feedback on how to make procurement and contracting better. Based on what we heard and other feedback, we are focusing on:

  • Labor standards
  • Sustainable procurement
  • Supporting small businesses
  • Creating equity-focused policies
  • Developing and implementing equity-focused practices
  • Community engagement

    On March 12, 2025, the Office of Economic Development and Government Affairs hosted a webinar to provide updates to the County’s contracting and procurement policies for 2025, many of which are being implemented based on feedback provided by partners like you last Fall. These changes aim to strengthen support for local and small businesses, enhance sustainability in procurement practices, and integrate an equity-focused approach into program, procurement, and contract design.

    As part of Advancing Throughout the Year, on March 4, 2025, the County of San Diego Department of Purchasing and Contracting presented proposed updates to the County’s contracting and procurement policies for 2025. The changes aim to support local and small businesses, enhance sustainability in procurement practices, and integrate an equity-focused approach into program, procurement, and contract design.

    Based on the feedback we heard last fall. The Department of Purchasing and Contracting will recommend policy changes to the Board that will affect how the County buys goods and services.

    These policy changes will be presented to the Board on April 22, 2025
