The County's Health and Human Services Agency (HHSA) provides a broad range of health and social services to make people's lives healthier, safer, and self-sufficient. About one in every three county residents receives a service from us each year.
To ensure we are providing the highest level of excellence in our service delivery and advancing opportunities for all San Diegans to live well, we developed a strategic plan, called the Agency Promise. The plan serves as a guide to focus our efforts and deliver increasing value to the people we serve.
The two-year plan aligns with the County's operational approach to planning and decision-making referred to as the General Management System and HHSA's mission, vision, and values. The plan outlines six areas of strategic focus (listed in no particular order):

Community Engagement
Equity
Service Delivery Coordination
Systems & Technology

HHSA identifies, reviews, and monitors factors including current service offerings, policy changes, community needs, and public input that inform the plan.

HHSA analyzes the information collected to determine necessary refinements to the plan.

Health and Human Services Agency Promise has finished this stage
The final outcomes of the analysis are documented and revisions are made to the plan to direct HHSA's work from July 2024 - June 2026.
