Zoning ordinances specify where activities can take place in certain zones or areas. The County is working to make its Zoning Ordinance more clear and efficient. It is doing so by refining processes and clarifying ambiguities. These efforts currently focus on two key permitting areas:

In response to significant community feedback, the Board of Supervisors asked staff to explore options for allowing amplified live music at Boutique Wineries.

Planning Commission and Board of Supervisors Hearings
On December 5, 2025, the County of San Diego Planning Commission will consider proposed amendments to the Zoning Ordinance associated with the Process Improvements Zoning Ordinance Updates project. These updates address amplified live music at Boutique Wineries and extending the maximum permitting time for health care trailers. The Planning Commission will make recommendations to the County Board of Supervisors (Board), which is the final decision-making authority for this project. The Board hearing is tentatively scheduled for February 11, 2026. When the Board hearing date is confirmed, this website will be updated, and an email will go out to the project email list. In accordance with Board direction, the County has worked with stakeholders and conducted analysis to inform draft updates to the Boutique Winery section of the Zoning Ordinance (Section 6910.b) that would allow amplified live music if criteria are met. Analysis and outreach have also informed draft updates to the health care trailers regulations (Section 6118.b.3), clarifying wastewater treatment requirements and extending the allowable permit period for health care trailers up to a maximum of five years.
Following consideration of stakeholder input received during public review of the draft Zoning Ordinance Amendment (July 21 to September 15, 2025), additional edits have been incorporated following public review. Edits focus on providing clarity and ensuring consistent interpretation of regulations for Boutique Wineries, including related to amplified live music, maximum site occupancy, and wine clubs and tickets in relation to live music. Attachment C of the Planning Commission report will highlight the post-public review edits and an explanation of the purpose for the edits. Attachment B of the Planning Commission report will be the full Ordinance (Zoning Ordinance Amendment) in strikeout/underline format. In this Attachment B, only text shown in strikeout (deletions) or underline (additions) are proposed changes to the Zoning Ordinance text. Text in neither strikeout or underline is existing Zoning Ordinance text that would remain.
