The County is committed to ending homelessness in San Diego. As part of this commitment, the County provides critical emergency housing options. These options directly assist people at risk of or experiencing homelessness.

Since 2022, the County has been exploring emergency housing options as part of the Compassionate Emergency Solutions and Pathways to Housing Implementation Plan. The plan outlined community desire for non-congregate shelters such as sleeping cabins, safe parking and RV parking options. The County reviewed the viability of several sites in the unincorporated County. The San Diego County Board of Supervisors approved a site at the corner of Troy Street and Sweetwater Road - this is a Caltrans owned property located in the City of Lemon Grove. The site can host up to 70 sleeping cabins, restrooms, laundry, and onsite services. Onsite services include case management, housing navigation to permanent housing options, access to behavioral health services for those who have the needs, access to public benefits, employment or support with disability benefits, credit repair and other supportive services. Community input has been vital to the County's efforts to expand emergency shelter options, and we want that to continue. Your feedback will help inform the site design and operations of the site.

The County's Framework for Ending Homelessness includes five strategic areas:

1) Root Cause and Upstream Prevention

2) Diversion and Mitigation

3) Services, Treatment and Outreach

4) Emergency/Interim Housing and Resources

5) Permanent Housing and Support

As part of the 'Emergency/Interim Housing and Resources' area, the County implemented a plan to expand emergency housing options in the unincorporated area. The plan, known as the Compassionate Emergency Solutions and Pathways to Housing, outlines three emergency shelter solutions:

1) Non-congregate Sleeping Cabins

2) Safe Parking Facilities

3) Safe Camping Facilities (RV)

In planning for the Troy Street Sleeping Cabins, many factors will be considered including:

  • Service needs
  • County values
  • Board directive and priorities
  • Available resources
  • Community input
