The San Diego County Board of Supervisors is committed to addressing the complex needs of people experiencing homelessness under County’s Framework for Ending Homelessness. As part of this commitment, the County offers supportive services and provides critical emergency housing options to assist people at risk of or experiencing homelessness.
Since 2022, the County has been exploring emergency housing options as part of the Compassionate Emergency Solutions and Pathways to Housing Implementation Plan. As part of this plan, the San Diego County Board of Supervisors approved Troy Street Sleeping Cabins project to establish a non-congregate emergency housing program.
The site can host up to 60 sleeping cabins, restrooms, laundry, and onsite services. Onsite services will include case management, housing navigation to permanent housing options, access to behavioral health services for those who have the needs, access to public benefits, employment or support with disability benefits, credit repair and other supportive services.
Community input has been vital to the County's efforts to expand emergency shelter options and has helped shape the site design and operations of the site. In the planning for Troy Street Sleeping Cabins, many factors were considered such as service needs, available resources, and Board directives and priorities. The County also engaged the community and incorporated their valuable input.
