6/10/2026 Board of Supervisors Hearing: Vehicle Miles Traveled Mitigation and Related Updates
On June 10, 2026, the Board of Supervisors received updates on the County’s ongoing efforts related to Vehicle Miles Traveled (VMT) mitigation and related land use planning efforts. This included updates on the regional and State VMT mitigation initiatives, as well as including findings from the Transit Opportunity Area (TOA) assessment, and discussed how these findings may inform options that will be brought to the Board as part of the Sustainable Land Use Framework.
The Board directed staff to:
- Continue to work with the San Diego Association of Governments on the Regional Vehicle Miles Traveled (VMT) Mitigation Program and explore opportunities for grant funding for a pilot program.
- Consider Transit Opportunity Area (TOA) assessment and land use changes as part of the Sustainable Land Use Framework at a future hearing (anticipating Winter 2026/2027).
- Not move forward with the local VMT Mitigation at this time but return to the Board within 12 months or sooner with an update on CEQA Section 15183 and provide analysis on best practices from other jurisdictions in terms of VMT Mitigation.
