Help Shape San Diego’s Emergency Preparedness Planning

The County works to keep our region safe by planning for, responding to, and recovering from emergencies and disasters.


We’ve created a Community Outreach and Engagement Strategic Plan to guide how we connect with people across the region before, during, and after emergencies. This plan is based on FEMA’s Whole Community Approach, which focuses on including everyone in emergency planning—especially people from diverse cultures and backgrounds.

The County's Office of Emergency Services (OES) invites you to review the Community Outreach and Engagement Strategic Plan. Your feedback helps us:

  • Find what’s missing in our plan
  • Ensure we understand community concerns and needs
  • Use local knowledge and ideas
  • Build trust and stronger partnerships
  • Make sure community input is included in our emergency plans

  • The County of San Diego Office of Emergency Services' new Community Outreach & Engagement Strategy serves as a regional roadmap that is shaped by community input and rooted in FEMA’s Whole Community Approach. The strategy emphasizes inclusive, equitable, and culturally responsive preparedness efforts and outlines how OES is partnering with organizations across sectors, like LiveWell, 2-1-1 San Diego, VOAD, and others to expand our reach into communities across the region.
