We’ve created a Community Outreach and Engagement Strategic Plan to guide how we connect with people across the region before, during, and after emergencies. This plan is based on FEMA’s Whole Community Approach, which focuses on including everyone in emergency planning—especially people from diverse cultures and backgrounds.

The County of San Diego Office of Emergency Services' new Community Outreach & Engagement Strategy serves as a regional roadmap that is shaped by community input and rooted in FEMA’s Whole Community Approach.The strategy emphasizes inclusive, equitable, and culturally responsive preparedness efforts and outlines how OES is partnering with organizations across sectors, like LiveWell, 2-1-1 San Diego, VOAD, and others to expand our reach into communities across the region.
We welcome your review and feedback on the entire plan, but we encourage you to direct your attention to the strategies that are relevant to your community experience, organization, and expertise.
