Housing Authority of the County of San Diego Agency Plan
The County is committed to creating safe and affordable housing solutions. Housing & Community Development Services manages the Housing Authority of the County of San Diego (HACSD), one of six regional housing authorities that administer the Section 8 Housing Choice Voucher (HCV) Program and other housing programs funded by the U.S. Department of Housing and Urban Development (HUD). These programs help the most vulnerable populations find safe and affordable housing. This includes low-income families, seniors, homeless veterans, and people with disabilities. HACSD's jurisdiction includes 13 incorporated cities and the unincorporated areas of San Diego County.
HUD requires housing authorities like HACSD to create a Public Housing Agency Plan (Agency Plan). The Agency Plan consists of two separate documents, (1) a Five-Year Agency Plan and (2) an Annual Agency Plan. The Five-Year Agency Plan details our mission, vision, strategy and goals. The Annual Agency Plan details accomplishments and upcoming actions to better serve our community. Additionally, the Agency Plan includes updates to the Public Housing Admissions and Continued Occupancy Policy (ACOP) and HCV Administrative Plan documents. Together, these plans show how HACSD will reach its goals and follow federal housing rules. They also explain the policies, programs, and strategies the HACSD will use to meet the community’s housing needs.
We invite the public to share their comments on the Five-Year Goals and Objectives, the Housing Choice Voucher Administrative Plan and the Public Housing Admissions and Continued Occupancy Policy which are available for public review between January 24 - March 12, 2025.
