There are six housing authorities in the San Diego region that administer the HCV program locally. The Housing Authority of the County of San Diego’s (HACSD) jurisdiction includes 13 incorporated cities and the unincorporated areas.

What is the difference between the 5-Year Agency Plan and the Annual Agency Plan?
The Five-Year Agency Plan and the Annual Plan are documents required by the U.S. Department of Housing and Urban Development (HUD) for Public Housing Agencies (PHAs). These documents serve different purposes and have different timeframes. Both plans are required for PHAs managing federal housing programs and they ensure alignment with HUD regulations and community housing needs.
The Five-Year Agency Plan outlines the PHA's long term goals and strategies for addressing housing needs of the community.
The Annual Plan provides detailed, year-specific information on the PHA's policies, programs and actions to achieve the goals outlined in the 5-Year Plan.
