This project is currently on pause. District 1 Supervisor has identified the Tijuana River sewage crisis as a top environmental and public health emergency, and improvement efforts are focused there at this time. Should the status of this project change, we will update this page promptly.
We appreciate your patience and continued interest in your parks.
ABOUT OTAY VALLEY REGIONAL PARK
As part of the Otay Valley Regional Park Concept Plan, the County of San Diego is developing a 2.5 acre staging area and multi-use trails between Interstate 804 and Heritage Road. The project includes the preliminary design plan for a staging area that will provide parking for hikers, bikers and equestrians to access the multi-use trails within Otay Valley Regional Park. The project also includes trail connections and improvements to trails west of Heritage Road to I-805 on each side of the river and select crossing points.
HOW YOU CAN PARTICIPATE
Public feedback was critical to planning the Regional Park, and we want that to continue. Your input will help us determine what amenities should be added to the design concept for the Heritage Staging Area and along the future trails.
Goals for this project are to provide a staging area fitting of its regional use and miles of multi-use rails while protecting environmentally and culturally sensitive areas, maintaining scenic viewpoints and encouraging active transportation modes.
The County is seeking feedback on how residents would like to use this staging area and trails, and what amenities should be added. Examples of amenities include parking, equestrian amenities, restroom building, picnic areas, interpretative signage, river overlooks, multi-use trails, shade shelters, and site furnishings.
When planning the Heritage Staging Area and Trails project, the County will consider:
