Each year, the County’s Housing and Community Development Services (HCDS) receives approximately $14 million in federal entitlement funding from the U.S. Department of Housing and Urban Development. Through a grant process, funding is allocated to eligible projects that work to improve the lives of San Diego residents and under-resourced communities throughout the region.
Community input is vital in determining how funding is directed and for the development of the 2024-2025 Annual Plan Strategy (Strategy) and the official 2024-2025 Annual Plan.
Funding can be used for community infrastructure, affordable housing, homelessness services and shelters, and public services within eligible areas served per program requirements. Previous projects include the construction of new sidewalks and accessible ramps, the development of neighborhood parks, and supportive services such as food assistance.
Currently, HCDS is receiving feedback on the 2024-25 Draft Annual Plan during the 30-day public comment period from February 9, 2024, through March 12, 2024.

Community Forums and engagement opportunities are open to all County of San Diego residents for input and feedback for the development of the 2024-25 Annual Plan Strategy.
CDBG Application Solicitation for FY 24-25 Annual Plan
Housing & Community Development Annual Plan Process has finished this stage
CDBG Application Workshops are available for additional technical assistance and guidance for all prospective applicants. Once the application window is closed, staff will review and evaluate for viability. Applications with viable projects will be included in the 24-25 Annual Plan for the Board of Supervisor's consideration.

The community is encouraged to participate in providing feedback on the recommended 24-25 Annual Plan during the public comment period.
Board of Supervisors Consideration for Approval of FY 24-25 Annual Plan
Housing & Community Development Annual Plan Process has finished this stage
The recommendations for the 24-25 Annual Plan have been reviewed and voted on by the San Diego County Board of Supervisors.
FY 24-25 Annual Plan Grant Award & Program Implementation
Housing & Community Development Annual Plan Process is currently at this stage
The 24-25 Annual Plan is finalized, approved and submitted to the Department of Housing and Urban Development (HUD). Approved projects are awarded contracts and funding and monitoring requirements are administered by the County of San Diego, HCDS.
