Each year, the County’s Housing and Community Development Services (HCDS) receives approximately $14 million in federal entitlement funding from the U.S. Department of Housing and Urban Development. Through a grant process, funding is allocated to eligible projects that work to improve the lives of San Diego residents and under-resourced communities throughout the region.

Community input is vital in determining how funding is directed and for the development of the 2024-2025 Annual Plan Strategy (Strategy) and the official 2024-2025 Annual Plan.

Funding can be used for community infrastructure, affordable housing, homelessness services and shelters, and public services within eligible areas served per program requirements. Previous projects include the construction of new sidewalks and accessible ramps, the development of neighborhood parks, and supportive services such as food assistance.

Currently, HCDS is receiving feedback on the 2024-25 Draft Annual Plan during the 30-day public comment period from February 9, 2024, through March 12, 2024.

    HCDS invites the public to review and comment on the FY 2024-25 Draft Annual Plan during the 30-day comment period from February 9, 2024, through March 12, 2024.     FY 24-25 Draft Annual Plan


    On March 12, 2024, at 9:00 a.m. the County of San Diego Board of Supervisors will hold a public hearing in Room 310 at the County Administration Center, 1600 Pacific Highway, San Diego, CA, to consider the Draft Annual Plan.

    The Draft Annual Plan includes the following proposed use of funds from HUD:

    • $4,227,770 in Community Development Block Grant (CDBG) funds;
    • $3,496,403 in HOME Investment Partnership (HOME) funds;
    • $370,070 in Emergency Solutions Grant (ESG) funds; and
    • $6,240,872 in Housing Opportunities for Persons with HIV/AIDS (HOPWA)


    The Board will also consider the proposed use of an estimated $2,000,000 in FY 2024-25 CDBG, HOME, and HOPWA Program revenues and the reallocation of an estimated $14,400,000 in previous years’ HOME, ESG, CDBG and HOPWA entitlements. (These figures are based on prior year funding levels.)

    The Board of Supervisors will hold a public hearing at 9:00 a.m. on October 24, 2023, in Room 310 at the County Administration Center, 1600 Pacific Highway, San Diego, CA, regarding the Fiscal Year (FY) 2024-25 Annual Plan Strategy.

    The County of San Diego develops an Annual Plan each year to identify specific projects to be funded during the upcoming fiscal year, through the four federal entitlement programs administered by the Health and Human Services Agency, Housing and Community Development Services: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA) and Emergency Solutions Grant (ESG). Prior to the development of the Annual Plan, the County outlines an Annual Plan Strategy which identifies funding priorities and processes for the upcoming year.

    The Annual Plan Strategy (11-page PDF) will help guide the development of the Annual Plan.

    The public is invited to attend the public hearing to comment on the Annual Plan Strategy, and to obtain the views of citizens on housing and community development needs prior to the preparation of the FY 2024-25 Annual Plan. The public may also provide comments in writing during the comment period ending October 24, 2023.

    HCDS administers four U.S. Department of Housing and Urban Development (HUD) federal entitlement programs:

    • Community Development Block Grant (CDBG): Supports communities by addressing local housing and community development needs.
      • Areas Served: Unincorporated San Diego County, Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach.
    • HOME Investment Partnerships Program (HOME): Primarily used to fund the development of affordable housing and rental assistance to lower-income households.
      • Areas Served: Unincorporated San Diego County, Carlsbad, Coronado, Del Mar, Encinitas, Imperial Beach, La Mesa, Lemon Grove, Poway, San Marcos, Santee, Solana Beach, and Vista.
    • Emergency Solutions Grant (ESG): Provides direct services to persons experiencing homelessness or at risk of homelessness.
      • Areas Served: Unincorporated San Diego County, Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach.
    • Housing Opportunities for Persons With HIV/AIDS (HOPWA): Provides housing and services to persons living with HIV/AIDS and their families.
      • Areas Served: All San Diego County.


    The administration of these programs includes the preparation of the 5-Year Consolidated Plan (Consolidated Plan), as well as the Annual Plan and Consolidated Annual Performance and Evaluation Report (CAPER) for each of the Consolidated Plan years. HCDS’ current Consolidated Plan was approved by the Board of Supervisors of April 7, 2020, and covers the time period from July 1, 2020, through June 30, 2025.

    The Consolidated Plan is a strategic 5-year plan for the four federal entitlement programs that are administered by the County of San Diego, Housing and Community Development Service (HCDS). The Consolidated Plan helps to assess local affordable housing and community development needs and market conditions, to make data-driven, place-based investment decisions.


    The Consolidated Plan is carried out through Annual Action Plans. HCDS creates an Annual Plan which includes the Strategy, Consolidated Plan goals, and a summary of actions, activities, and the specific federal funding used to address the identified needs.


    The 2020-2025 Consolidated Plan for the region was approved by the Board of Supervisors of April 7, 2020, and covers the time period from July 1, 2020, through June 30, 2025.


    Currently, HCSD is working to develop the 2024-2025 Annual Plan Strategy.


    The County of San Diego’s 2020-2025 Consolidated Plan is grounded in four goals:

    1. Increase affordable housing opportunities across the region for low-to moderate-income and special needs residents,

    2. Prevent and end homelessness through accessible housing and supportive services,

    3. Enhance community infrastructure and facilities to provide a suitable and sustainable living environment,

    4. Provide housing and supports services for those living with HIV/AIDS.

    Applications for the County of San Diego (County) HCDS’ 2024-2025 CDBG program are now available!

    Community organizations, participating cities, and County Department applications can be found here.

    Process: CDBG applications are accepted annually in the Fall. HCDS will accept application from September 18, 2023 through November 10, 2023. Applications must include a project within the program service areas of the unincorporated area, the City of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway and Solana Beach. Eligible applications will:

    1. Meet CDBG program eligibility requirements,
    2. Align with the County’s 5- Year Consolidated Plan Goals,
    3. Align with the 2024-2025 Annual Plan Strategy,
    4. Supports the County’s goal of advancing economic and racial equity by prioritizing the needs of vulnerable communities in the region.

    Applications with eligible projects will be included in the 2024-2025 Annual Plan for the San Diego County Board of Supervisor’s consideration. Approved projects are awarded CDBG contracts and funding and monitoring requirements are further administered by the County for the fiscal year 2024-2025.

    Eligible Applicants: All CDBG projects must be implemented by a public entity or tax-exempt non-profit organization. Applications submitted by nonprofit organizations must be submitted by an authorized representative, as authorized by the organization’s Board of Directors.     Private residents may submit a separate Resident Request Application. Please note “Resident Request” applications are not intended to be awarded to private residents for projects or services.     CDBG Application Workshops: We encourage all those interested in applying to attend our CDBG Application Workshops. HCDS will be hosting five workshops where interested applicants can drop-in and receive one-on-one technical assistance, guidance, and receive general information about the CDBG program and the application process. Workshops are available to non-profit organizations, County departments, participating CDBG city departments, and community members who want to learn more about funding a CDBG project idea.
