The County is creating a new Consumer Fairness & Public Protection (CFPP) Unit. This CFPP Unit will help protect people and small businesses from harmful or unfair practices. These may include scams, hidden fees, unsafe products, unfair insurance denials, and pollution that puts communities at risk. The CFPP Unit will work within the County Counsel office and will be led by an Assistant County Counsel focused on this work. This individual will report to the County Counsel who is appointed by the Board of Supervisors.

The CFPP Unit will pursue actions against bad acting businesses using California’s Unfair Competition Law. This law prohibits businesses from engaging in unfair, unlawful or fraudulent business practices and empowers the County Counsel to pursue legal actions against these bad actors. This power is currently given to the San Diego District Attorney and the California Attorney General. The Board has directed County Counsel to work with the San Diego District Attorney to coordinate and avoid duplication of their efforts.

Stakeholder and community feedback has been key to the design of this unit, and we want that to continue as we prepare to set it up. We want to understand the problems people face, what types of issues need attention first, and how the County can respond in a way that works for you.
