The County is implementing a new system that will make it easier to speak at Board of Supervisors meetings. As we prepare to roll out the new system, we want to ensure the transition process works for you. Board of Supervisors Meetings New Public Comment System Survey

The Clerk of the Board of Supervisors is working on a project to make it easier to speak at Board of Supervisors meetings. Our new online system will let you sign up to speak &ndash; whether you plan to attend in person or call in by phone. You will just select your agenda items, tell us how you&#39;d like to participate, and we&#39;ll send you reminders and instructions. No more paper forms or early morning sign-ups needed.Our new online platform will bring a welcome change to the speaker request process. Gone will be the days of separate systems for phone and in-person requests, where staff had to manually track every detail. Now, everything will happen in one place &ndash; whether you&#39;re calling in or attending in person. The system will handle all the organization automatically and even send out reminders. We expect it to be a simpler, faster process that makes life easier for both speakers and staff.We want to gather the community&rsquo;s feedback on their current experiences and pain points, as well as gauge the importance of the key features being added in the new system. This can help ensure the new system meets the community&#39;s needs and expectations.

Speaking at Board Meetings

Project OverviewThe San Diego region offers a robust Emergency Medical Services (EMS) System of emergency, specialty, and trauma medical care through its cooperating hospitals. The County of San Diego (County), in its role as the Local Emergency Medical Services Agency (LEMSA), oversees and upholds the standards of the EMS system. This includes regulating ambulances, air ambulances, and non-emergency medical transportation services.The current Ambulance Ordinance sets operational, administrative, and other standards for these service providers and was last updated and amended in June 2013 (<a href="https://codelibrary.amlegal.com/codes/san_diego/latest/sandiego_regs/0-0-0-107375" rel="noopener noreferrer" target="_blank">Link</a>).The County EMS Office issues annual permits to:<ul><li>Ambulance companies</li><li>Critical care transport providers</li><li>Air ambulance services</li><li>Non-emergency medical transportation services (e.g., wheelchair vans, gurney vans, and ambulettes)</li></ul><hr>BackgroundSince the last Ambulance Ordinance amendment, the local EMS delivery system has undergone changes and there have been improvements to both regional and national standards for the regulation of medical transportation. The County&#39;s EMS Office has identified the need to update the Ambulance Ordinance with the following goals:<ol><li>Update operational standards for ambulance providers to improve coordination and care within the local EMS delivery system</li><li>Improve safety standards for EMS providers, patients, and the general public</li><li>Provide an equitable regulatory model for agencies and organizations that participate in the EMS delivery system</li><li>Improve standards for quality assurance/quality improvement to achieve high-quality, patient-centered care</li><li>Update all local EMS authority naming conventions and titles</li><li>Identify opportunities to better align with regional and national standards for medical transportation</li><li>Align with the County&#39;s strategic initiatives of sustainability, equity, empower, community, and justice</li></ol>In developing the Ambulance Ordinance update, many factors will be considered including:<ul><li>Industry research</li><li>Best practices</li><li>Public and stakeholder input</li><li>Regional and national standards</li></ul>How you can participate in the process:<ul><li>Stay informed by reviewing the information on this site</li><li>Share the information with others</li><li>Participate in the engagement tools on this site</li><li>Speak up! Ambulance Ordinance 

The County believes that understanding what’s working (and what’s not) is key to providing the best services possible. Evaluating our work helps us make informed choices and manage our resources to serve you better. Our evaluation plan is reviewed and updated every year. It is then outlined in the Annual Strategic Research Plan (ASRP). It includes questions that we want to answer through research in the upcoming years. The ASRP is a roadmap on how to evaluate what the County does and how well we are meeting our goals. It is important to note that the ASRP does not necessarily cover all research that is going on across the County.Example questions from the current ASRP:How can the County use alternatives to incarceration approaches to reduce the number of people involved in the justice system?What climate action measures and decarbonization strategies will produce the most return on investment for greenhouse gas reductions, improved air quality, green jobs and increased equity?To what extent is increased investment in prevention services impacting the rate of child abuse and neglect?The plan will help us focus on the highest priority questions to make the County work more effectively and efficiently. It will also make our decisions more transparent and show how we use data to make choices. The ASRP is part of a bigger project to encourage using data and evidence in all County departments.Together, these efforts will help us build a culture of learning and improvement, so we can offer better services and create better policies to improve the lives of people in San Diego.The Office of Evaluation, Performance, and Analytics (OEPA) is working with departments to update the ASRP. Annual Strategic Research Plan

The County plans to study if and how artificial intelligence (AI) can be safely used to improve the County&rsquo;s IT systems, the lives of County residents, and the overall public good.And we want to know what you think. Examples of IA technology include ChatGPT, tools created by Google and Microsoft, and more. The County has created an ad-hoc subcommittee that includes Board of Supervisors Chairwoman Nora Vargas and Supervisor Joel Anderson.The group will meet publicly to hear, collect, and review information about artificial intelligence and how it may be used at three meetings, beginning Wednesday, Oct.16, 2024.The group is expected to present findings and make appropriate recommendations for future actions to the full Board of Supervisors in February 2025.Your input is vital. Your questions and comments will be provided to the Board for their consideration.Background:Artificial Intelligence (AI) enables machines to do tasks resembling what humans would do. It does this through things such as repetitive learning and data. AI has been used in computer-based automation for years, such as virtual assistants like Alexa, or email or text systems that use predictive logic to suggest appropriate responses. That technology has and continues to advance rapidly. ChatGPT has become the most downloaded application in history.
