San Diego County’s Department of Public Works (DPW) is dedicated to enhancing our community’s infrastructure, including roads, bridges, and water systems, to ensure a safe and vibrant environment for all. Our Capital Improvement Plan (CIP), updated annually, outlines a five-year strategy to revitalize and improve infrastructure in line with the County’s Strategic Initiatives.

We’re committed to an inclusive planning process and value your input. Starting this Summer, DPW will be giving an informative presentation on our Capital Improvement Program, the prioritization criteria, and projects in your community.

With projects spanning County-maintained roads, flood control, watershed protection, traffic, airports, closed landfills, and wastewater attendees have the opportunity to:

  • Learn about plans for new infrastructure such as road improvements and street paving plans in unincorporated San Diego County
  • See the projects planned for your neighborhood
  • Find out how to stay informed and up to date
  • Ask questions and voice your opinion

This Tour will span the unincorporated areas of the County from July 2024 through July 2026.

As part of the County’s ongoing efforts to align with current staffing and resource capacities, the Department of Public Works (DPW) will no longer host standalone Capital Improvement Program (CIP) community meetings. Instead, we are shifting our focus toward enhancing our digital outreach and increasing opportunities for online engagement.

We want to assure you that this change does not mean community outreach is ending. Rather, we are adapting our approach to ensure continued access, transparency, and meaningful input — while making the best use of available resources.

Our commitment to community engagement remains strong, and we are dedicated to providing opportunities for public feedback and connection in ways that are sustainable, efficient, and impactful.

Thank you for your continued partnership and understanding during this transition.

    Thank you for your inquiry regarding the Valley Center Community Planning Group (CPG) and the Capital Improvement Plan (CIP). We appreciate your interest in discussing the potential CIP projects for your area.

    The Valley Center CIP meeting was held on September 25, 2024, at the Valley Center Library located at 29200 Cole Grade Road, Valley Center, CA 92082. While this meeting has concluded, there are still many opportunities for community engagement.

    We encourage the Valley Center CPG and community members to review the list of potential projects and provide their feedback. You can access the Capital Improvement Plan document here: DPW 2025-2030 Project list.

    Additionally, Community Planning Groups can submit their CIP priority lists, including their top ten ranked Capital Improvement Projects and top ten ranked road resurfacing projects. For forms and any further information regarding the CIP, please reach out via email to DPW.CIP@sdcounty.ca.gov.

    Thanks for your question. At this time, there is no current County project to extend this road as suggested, but the extension is part of the County’s General Plan Mobility Element Network. For Mirar del Valle to extend to I-15, it would need to be either a County Initiated project to acquire property and/or easement for public highway purposes and evaluated alongside all other projects, or as a private development through the County's Planning and Development Services Department.

    Thank you for your question. San Pasqual Road serves several agricultural areas in the San Pasqual valley that require truck access. The road also changes jurisdiction between the city of San Diego and the county.  Large vehicles that have destination in the area have right to be on the road segment.  We can evaluate if there is a documented concern with large vehicle uses; however, we are not aware of any constraints at this time.  If you have additional questions, please let us know and we can have a member of the team follow up with you.

    Thank you for your question. We recommend approaching your Community Planning Group (CPG) and have the CPG submit a request to the County to consider project as part of the priority list. You can find your CPG here Communities/Advisory Groups (sandiegocounty.gov).  For painting cross walks, you can work with the Traffic team by submitting a request through our Tell Us Now app, which can be downloaded here County App Center (sandiegocounty.gov).

    Thank you for your question. The full list of projects with brief descriptions is available on our Engage page under the 2025-2029 project list. Capital Improvement | Engage San Diego County . You can also see the map on our outreach page, which lists out project details: CIP (sandiegocounty.gov). Direct link to map here: gis-portal.sandiegocounty.gov/arcgis/apps/MapSeries/index.html?appid=57b429f8a52148789e376110fcb0cb14. Lastly, there is a link titled “CIP Five Year Plan” posted here: Capital Projects (sandiegocounty.gov). This plan will be updated within the next month, but gives more detailed information. 


    If you have a specific project you'd like to discuss please let us know and we can have the lead staff reach out to you. Staff for each project are also listed on the links I provided above.

    This will pull up the pdf document listing each project on the capital improvement plan.

    Thank you for your question. You can attend any meeting. We will have the full project list printed at each meeting and staff on hand to discuss the projects. The meetings are an open house format to allow you to have your individual questions answered.
