8/19/26 Board of Supervisors Hearing Recap
On August 19, 2026, the County of San Diego Board of Supervisors took action on the Socially Equitable Cannabis Program (SECP) to allow all cannabis facility types with a 600-ft buffer from schools, day cares, and youth centers. Specifically, the Board:
- Adopted the California Environmental Quality Act (CEQA) Findings of Fact which include the findings regarding significant effects of the SECP, the Statement of Overriding Considerations, and the Mitigation Monitoring and Reporting Program, as well as certified the Final Program Environmental Impact Report.
- Adopted the amendments to the Zoning Ordinance to allow for the permitting of new cannabis facilities in the unincorporated area.
- Adopted Board Policy B-076: Minimum Funding Requirement for Unlicensed Cannabis Enforcement.
These items were adopted as the final reading.
The Board also approved the first of two readings of the following items:
- Amendments to the Regulatory Code related to commercial cannabis licensing and operating permits.
- Amendments to the Regulatory Code related to the Social Equity Program.
- Amendments to the Planning & Development Services Fee Schedule.
On September 2, 2026, these items will be reintroduced to the Board for a second and final reading, for full adoption of the SECP.
