In March 2024, California voters approved Proposition 1, which updated the Mental Health Services Act (MHSA) to the Behavioral Health Services Act (BHSA) and restructured specialty behavioral health funding requirements statewide.

As part of BHSA implementation, every county must create a three-year plan called an Integrated Plan using a standardized template from the California Department of Health Care Services (DHCS).

The Integrated Plan:

  • Aligns services with State requirements
  • Sets local goals and strategies
  • Explains how funds will support specialty behavioral health services and housing interventions

Community input must guide development of every county’s Integrated Plan through activities a Community Planning Process (CPP). CPP activities include, but are not limited to:


  • Community outreach
  • Listening sessions and town halls
  • Focus groups and interviews

During this inaugural year, CPP activities built on prior learnings from MHSA CPP activities and also focused on key topics emphasized under BHSA:

  • Crisis response services
  • Early Intervention (BHSA Behavioral Health Support Services (BHSS))
  • Housing and homelessness (BHSA Housing Interventions)
  • Substance use disorder treatment
  • Workforce capacity and diversity

The first draft of the Integrated Plan for Fiscal Years 2026-2029 will be available for public review and comment during a 30-day comment period. It will be open from March 17, 2026 – April 15, 2026. Feedback will inform the final plan that will be presented to the San Diego County Board of Supervisors for approval, before submission to the California Department of Health Care Services (DHCS). Implementation of BHSA will take effect on July 1st, 2026.

Comment on the first BHSA Integrated Plan (IP) for Fiscal Years (FY) 2026-2029

San Diego County is holding a 30-day public review and comment period for the BHSA IP for FY 2026-2029.  Community members, providers, and partners are invited to review the plan and share feedback during the 30-Day public comment period. 

 Document for Public Review and Comment - The public comment period is open from March 17, 2026 – April 15, 2026.
