Explains how funds will support specialty behavioral health services and housing interventions
Community input must guide development of every county’s Integrated Plan through activities a Community Planning Process (CPP). CPP activities include, but are not limited to:
Community outreach
Listening sessions and town halls
Focus groups and interviews
During this inaugural year, CPP activities built on prior learnings from MHSA CPP activities and also focused on key topics emphasized under BHSA:
Crisis response services
Early Intervention (BHSA Behavioral Health Support Services (BHSS))
Housing and homelessness (BHSA Housing Interventions)
Substance use disorder treatment
Workforce capacity and diversity
The first draft of the Integrated Plan for Fiscal Years 2026-2029 will be available for public review and comment during a 30-day comment period. It will be open from March 17th 2026 – April 15th, 2026. Feedback will inform the final plan that will be presented to the San Diego County Board of Supervisors for approval, before submission to the California Department of Health Care Services (DHCS). Implementation of BHSA will take effect on July 1st, 2026.
