2026 Code Cleanup
Planning and Development Services (PDS) keeps land use rules for the unincorporated areas of the County up to date. These rules are written in the County’s Zoning, Regulatory, and Administrative Ordinances (ordinances). PDS reviews and conducts updates to:
- Improve clarity
- Make permitting easier to understand
- Ensure local regulations stay consistent with State law
How is an update shaped?
During each cleanup, PDS may:
- Correct errors
- Clarify rules
- Address community concerns
- Make revisions to meet new State requirements
Each cycle starts with a public comment period. County staff review all suggestions and work with the community to address the proposed changes. The final recommendations are then presented to the Board of Supervisors for their consideration.
What’s changes will you see in the current clean up?
- Clearer zoning definitions and rules.
- Align with changes to state housing law, including:
- Revising Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit regulations
- Updating density bonus regulations, including provisions for student and senior housing
- Expanding parking flexibility, including shared parking options
- Clarifying allowable services at emergency shelters
- More straightforward rules for accessory structures and greenhouses.
- Formal process added for Nonconforming Zoning Verification Letters
- Solar energy system rules updated to align with current state standards.
- Clarification and updated references for private development projects.
- Outdated fee waivers removed; new fees added for Nonconforming Zoning Verification Letters.
