The County’s Housing and Community Development Services (HCDS) receives federal entitlement funding each year from the U.S. Department of Housing and Urban Development. Funding is allocated for community development to address the housing, public infrastructure, and public service needs of the Unincorporated County and various participating cities.

We invite residents, stakeholders, and community partners to share their insights on community needs, services, and funding priorities. The community input received will directly inform the 2026-27 Annual Plan Strategy, which provides guidance for the project selection and funding prioritization for the upcoming year.

  • The County of San Diego, Housing and Community Development Services is gathering community input for the creation of the Fiscal Year 2026-2027 Annual Action Plan Strategy (Strategy). The Strategy will provide guidance for the County’s project selection and funding prioritization for our federal entitlement programs.  Entitlement funding is allocated to address the housing, infrastructure, community development and public service needs of the Unincorporated County and various participating cities. 

    We invite residents, stakeholders, and community partners to take this brief online questionnaire (3-5 minutes) and share their insights, as we work to create healthy, safe, and thriving communities in San Diego County!
