The opportunity has concluded. The County of San Diego invited the community to provide input on improving disaster management, which helped shape recommendations presented to the Board of Supervisors on June 13, 2024. The County is now developing a Community Outreach and Engagement Strategy to guide ongoing collaboration with residents and partners before, during and after disasters.
The County of San Diego (County) is looking to the community to help identify ways to improve its disaster management. This includes:
Community preparedness, like helping people with things before a disaster.
Mitigation, such as proactively improving neighborhoods to lessen the impacts of a disaster.
Responding to the disaster.
Helping the community recover after a disaster.
The County will use your feedback to develop recommendations to serve the community before, during and after a disaster. The feedback will be reported back to the Board of Supervisors.
Project Purpose
To better understand San Diego’s community needs for emergency management.
Implement strategies to better serve the community and prepare for future disasters.
Background
The County Office of Emergency Services (OES) coordinates the overall county response to disasters. OES handles:
Alerting and notifying agencies when disaster strikes.
Coordinating all agencies that respond.
Ensuring resources are available and used in times of disaster.
Developing plans and procedures for response to and recovery from disasters.
Developing and providing preparedness materials for the public.

6 Federally Declared Disasters
Definitions
Community Preparedness: Having you and your community personally prepared for disasters. Things like making plans, stocking food, learning evacuation routes, having proper insurance, and more before the disaster happens.
Disaster Mitigation: Mitigation means proactively stopping or lessening problems before they happen. It involves actions to decrease the likelihood of disasters occurring, or at the very least, to make the impact less severe.
Disaster Response: Response is what the local government and disaster volunteers do to save lives and stop more damage to property during an emergency. It is putting plans into action.
Disaster Recovery: Recovery from a disaster means doing things to get back to normal or an even safer situation after the emergency. It involves getting the things and services we need to rebuild and restore our community.
