While OIRA does not provide direct services, it is responsible for the administration of the Health and Human Service Agency's Refugee Employment Services (RES) through a network of contracted service providers that support newly arriving refugee families’ goal of economic self-sufficiency. 

RES provides employment-focused services to help families achieve self-sufficiency through employment within the first 60 months after arrival to the United States.

OIRA has partnered with providers to offer the services listed below in one location:

• Employment, child well-being, community engagement services
• Health education, family wellness, HIV prevention
• Know Your Rights presentations, legal assistance, nutrition services (WIC), resettlement
• Self-sufficiency services
• San Diego PACE (Program of All-Inclusive Care for the Elderly), youth development and education, and other services
