The County commits to providing safe and affordable housing. Housing and Community Development Services runs the Housing Authority of San Diego County (HACSD). HACSD is one of six regional agencies. It oversees the Section 8 Housing Choice Voucher Program and other housing programs funded by the U.S. Department of Housing and Urban Development (HUD). These programs help vulnerable groups find housing. This includes low-income families, seniors, homeless veterans, and people with disabilities. HACSD serves 13 cities and the unincorporated areas of San Diego County

HUD requires housing authorities like HACSD to create a Public Housing Agency Plan. This plan has two parts: (1) a Five-Year Plan and (2) an Annual Plan. The Five-Year Plan explains our mission, vision, and long-term goals. The Annual Plan highlights what we’ve done and what we plan to do next to serve the community. The plan updates to policies for Public Housing and Section 8 Housing Choice vouchers. These plans show how HACSD will meet its goals and follow federal regulations. They also address the housing needs of the community.

This year, we will add an amendment to the Fiscal Year 2025-29 Five-Year Plan. We will also make a major amendment to the Fiscal Year 2025-26 Annual Plan. These changes help with the Rental Assistance Demonstration (RAD)/Section 18 Small Public Housing Authority Blend conversion. The amendment shows the shift to long-term Section 8 Project-Based assistance. It ensures transparency and follows HUD rules.
