Healthcare Trailers
Zoning ordinances specify where activities can take place in certain zones or areas. The County is working to make its Zoning Ordinance more clear and efficient. It is doing so by refining processes and clarifying ambiguities. These efforts currently focus on two key permitting areas:
- Amplified live music at boutique wineries
- Maximum permitting time for health care trailers

In the unincorporated areas of the county, a trailer coach or mobile home/manufactured home can be used as a temporary living space for health care purposes. To qualify, it needs to meet certain criteria.
- Exist on properties with an existing, permanent single-family home
- Be used by providers of health care services required by an occupant of the main dwelling, or used by relatives of an occupant of the main dwelling who require health care services.
Residents need permits from the County to put a health care trailer on their property.
The County is exploring the possibility of extending the maximum permit period from one to five years. This will help reduce the administrative burden on persons with long-term health care needs.

Board of Supervisors Hearing
On February 11, 2026, the County of San Diego’s Board of Supervisors (Board) will consider proposed amendments to the Zoning Ordinance associated with Boutique Wineries and health care trailers. These updates allow amplified live music at Boutique Wineries subject to limitations, and extend the maximum permitting time for health care trailers. See below for additional details on the Board hearing. The Board is the final decision-making authority for this project.
In response to Board direction, the County has worked with stakeholders and conducted analysis to inform draft updates to the Boutique Winery section of the Zoning Ordinance (Section 6910b) that would allow amplified live music if criteria are met. Analysis and outreach have also informed draft updates to the health care trailers regulations (Section 6118b.3), clarifying wastewater treatment requirements and extending the allowable permit period for health care trailers up to a maximum of 5 years.
