County Charter Reform

The County Charter is the governing document for the County. It explains how County government is structured and outlines the powers, duties, and responsibilities of County elected officials and certain administrative functions. It serves a similar role for the County as a constitution does for a state.

Earlier this year, the Board of Supervisors voted to place a measure on the November ballot to change the Charter. Proposed changes include:

• Creating an independent Ethics Commission, an Independent Budget Analyst, and a Program Auditor
• Requiring the public disclosure of certain County spending information
• Revising term limits for the Board of Supervisors
• Allowing public input and Board confirmation for certain executive appointments
• Clarifying rules about non-interference and other technical updates
