2025 - 2030 Capital Plan
This opportunity has concluded. The Board of Supervisors approved the 2025 – 2030 Capital Plan on April 9, 2025, and the projects identified for Fiscal Year 2025 – 2026 were funded through the County’s budget process. Stay tuned for updates as we prepare to kick-off the 2026 – 2031 Capital Plan cycle!
Parks, live well centers, and fire stations are examples of County facilities that support our communities and staff. Having County facilities that meet the needs of the community is essential to the quality of life for San Diego County residents. The County has a five-year plan to build and renovate facilities to ensure we are taking care of our aging infrastructure and preparing for future needs so we can provide residents with essential services.
Each year, we review and update our plan for potential capital projects through a process called the Capital Improvement Needs Assessment (CINA) or "Capital Plan" for short.
Capital projects together make up the Capital Plan and can include new construction or renovation of existing County buildings, recreation centers, sheriff stations or the purchase of land to build parks.
We consider the following when developing the Capital Plan:
- What we’ve heard from our communities
- The condition of existing facilities (e.g., overall state or quality of a building)
- County needs to operate
- How the capital project aligns with County goals and values
- How prepared a project is to get started (e.g., design has been completed)
- Available funds
