Every two years, the County of San Diego's Community Action Partnership (CAP) develops a Community Action Plan.

The Plan aims to improve CAP's services and address the priority needs of San Diego’s low-income community members. The results from a Community Needs Assessment inform the Plan.


The Community Needs Assessment involves the following:

  1. a survey to gather anonymous feedback from community members

  2. in-person meetings where community members can share their experiences and ideas for solutions

  3. a report to share the data gathered from the survey and in-person meetings


Through the anonymous responses, the Survey will help CAP understand:

  • the conditions that affect low-income community members

  • the resources needed to address the unmet needs of the most vulnerable residents

  • what current services are helpful and what need improvement

  • the barriers to services and any gaps in services

  • ideas for future programs and services


How to Get Involved

  • Complete the survey through July 31st

  • Join an in-person meeting through August 25th

  • Ask questions

  • Review the information on this page


The Assessment results will guide the Plan, which will direct the resources where low-income residents need them most.

While the County uses the Plan to guide CAP programs, the data in the Plan and report may be helpful for others working in low-income communities.
